Current Federal sponsored programs do not allow home-based care and requires facility bound treatments for them to qualify. This would allow the poor to get the care they need and not have to pay for expensive hospitalization fees for procedures that could be done safely at home. The plan calls for availability of the option for people who fall no greater than 150% of the set poverty level. This is in hopes of filling in some of the gap whereby many Americans fall into in terms of health insurance. The working poor cannot avail of government sponsored health care for they are not poor enough, but still cannot afford private health care due to not enough income.</p>

This comes as a relief to most who are already under strain from the current financial crisis and stand to lose their MedicAid coverage with the new rules that were set in the new laws should they have been approved. The health care system is already under strain from the many problems, rising costs of medicine, care and other factors continue to compound the already messy health care system. Unlike in the UK where strong measures were put in place when their government was able to foresee the coming storm, many of their citizens are now reaping the reward of those measures today. The financial crisis in the US went up so fast most failed to take cover and evasive actions, the result, higher costs, more unemployment and other problems that just keep piling up waiting for a solution from the federal government. </p>
